U.S. CIA Director John Ratcliffe engaged with Russian intelligence officials during a trip to Moscow but did not hold a meeting with President Vladimir Putin, the Kremlin confirmed on Wednesday. President Donald Trump characterized the visit as “semi-routine.” Kremlin spokesperson Dmitry Peskov informed the media that Putin had been briefed on the outcomes of the visit, which occurred amidst the ongoing conflict in Ukraine and the stagnant peace talks between the United States and Iran.
Peskov refrained from disclosing the topics discussed or providing further specifics. He stated, “I can confirm that there were communications through the security services. There were no direct meetings with the Russian president. President Putin is regularly updated on all developments.”
The purpose of Ratcliffe’s visit was not explicitly stated by Trump during a radio interview on Wednesday, although he expressed optimism about its potential outcomes. “We are diligently working towards ending the ongoing conflict. Perhaps something positive may result from this visit,” Trump mentioned in reference to the situation in Ukraine.
In a previous instance in November 2021, the former U.S. CIA Director William Burns had met with Putin in Moscow, prior to the commencement of the full-scale war in Ukraine. When asked about the potential impact of such high-level visits on U.S.-Russia relations, Peskov highlighted the importance of intelligence agency interactions in fostering positive relations between the two nations, even during challenging times.
“These communications persist even during turbulent times in bilateral relations. Our president has acknowledged this fact. However, it is premature to gauge the overall impact on improving our bilateral relations, currently mired in a deep crisis,” Peskov remarked.
