“Canada Strategically Targets U.S. Tariffs, Awaits Counteractions”

Canada’s response to the recent U.S. tariffs reflects a strategic asymmetrical warfare tactic, akin to a fox taking on a moose. Economist Trevor Tombe highlights the challenge for Canada, being significantly smaller economically compared to the U.S. and emphasizes the need to target specific states for impact. Unlike Canada, the U.S. has a more self-sufficient internal market, reducing its reliance on international trade.

Canada’s upcoming counter-tariffs, set to be enforced post-Labour Day, require careful planning to avoid self-harm while maximizing effects on the U.S. market. Brian Clow, a former advisor on Canada-U.S. relations, stresses the importance of political targeting, reciprocity, and proportionality in implementing tariffs.

The primary objectives of selecting tariff targets include influencing the target country’s behavior, imposing costs on the U.S., and strategically choosing products where Canadians have alternative options. By focusing on regions like Kentucky, Pennsylvania, Michigan, Ohio, and Wisconsin, Canada aims to garner support from affected U.S. businesses and politicians, influencing decisions at the federal level.

The selection of tariff targets, particularly in swing states like Michigan and Maine, aims to impact the U.S. midterms indirectly due to the significant trade relationships with Canada. The counter-tariffs on Michigan exports, for instance, are projected to affect about 0.3% of the state’s economy, making it a crucial point of leverage for Canada.

Reciprocity drives many tariff choices, with a focus on specific industries to offset export losses in Canada. The strategy involves targeting products with available Canadian substitutes, such as metals and metal products. However, the challenge lies in balancing tariffs on intermediate inputs and capital goods to minimize disruptions to Canadian manufacturers.
