The Canadian government has initiated the search for a Canadian team to revamp 24 Sussex Drive, Canada’s iconic but currently uninhabitable official residence. A recent procurement notice has been issued, inviting domestic companies to present themselves as potential contenders for the much-anticipated rehabilitation project.
The document outlines that seven finalists will be selected in the initial stage to progress to a national design competition. The victorious team will secure a design and construction contract by the fall of 2027. The objective is to create a “world-class design vision” utilizing Canadian products to refurbish the stripped-down residence into a secure and contemporary living and working space for future prime ministers.
The Request for Qualification (RFQ) emphasizes the importance of Canadian involvement throughout the project, stating that the rehabilitated residence must be completed by Canadians for Canadians, incorporating Canadian materials and innovations extensively. The official residence has been unoccupied for over a decade due to successive prime ministers avoiding the renovation costs, resulting in the building’s deterioration and the need for extensive repairs to remove hazards like asbestos, mold, and rodents.
Prime Minister Mark Carney expressed his discontent with the state of the residence, labeling it an “embarrassment.” He introduced plans to restore the heritage home through a national design competition and a fundraising campaign, which has already garnered significant public support.
The RFQ details the competition requirements, including creating private living quarters for the prime minister and their family while accommodating workspaces, meeting areas, and event hosting spaces. The winning team will also be tasked with ensuring universal accessibility, managing landscaping aspects, and preserving heritage elements. The document mentions potential additional assessments and modifications required for the property.
The Royal Architectural Institute of Canada will evaluate design concepts, while a technical evaluation board at Procurement Canada will assess construction plans, budgets, and schedules. The RFQ acts as a screening tool to assess the qualifications of potential teams, requiring experience in handling complex projects with a minimum cost of $50 million.
Indigenous involvement is mandated in competing firms’ plans, with a requirement for them to carry out at least five percent of the contract’s total value. The exact renovation cost remains unknown, with the construction budget slated for disclosure in the subsequent phase of the procurement process – the Request for Proposal – expected to commence in winter 2027.
The top competitors will vie to present designs that evoke pride and architectural excellence. The ultimate goal is to rejuvenate 24 Sussex to meet modern needs while preserving its status as a symbol of Canada for future generations. The Rideau Hall Foundation, overseeing the fundraising campaign, plans to launch a more formal campaign in the near future.
